PROVISONAL NOTICE OF RACE
2019 Open Dutch Championship International Soling Class
17-18 August 2019
IJsselmeer off Medemblik
Organized by RYC Hollandia and the Dutch Soling Class Association under the auspices of the Royal Netherlands Yachting Union (RNYU)
The notation '[DP]'in a rule in the Notice of Race means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2 The prescriptions of the RNYU will apply (see http://www.sailing.org/documents/racingrules/national_prescriptions.php )
1.3 The 'Rules for Championships Sailing, Windsurfing and Kiteboarding' will apply.
1.4 RRS Appendix T (Arbitration) will apply.
1.5 The sailing instructions may contain minor changes to the RRS and will appear in full in the sailing instruction.
1.6 If there is a conflict between languages the English text will take precedence.
1.7 Every person on board who has his domicile in the Netherlands shall have the appropriate license.

2. ADVERTISING [DP]
Boats may be required to display advertising chosen and supplied by the organizing authority. If this rul is broken, World Sailing Regulation 20.9.2 applies.

3 ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the International Soling class.
3.2 ISA Membership is obligatory for all crew members. Membership fees will be collected from any crew member failing to proof of previously paid membership fee.
3.3 It is also required that all yachts entering display the ISA sticker for the current year. An additional amount will be collected from the helmsman or representative of any yacht not displaying the ISA sticker of the current year at the appropriate position.
3.4 Eligible boats may enter before 14 August 2019 with the Organizing Authority at the website www.kzrvhollandia.nl
3.5 Late entries will be accepted upon registration on Friday 16 August or Saturday 17 August 2019 only.

4 FEES
4.1 The entry fee is € 125 per boat.
4.2 The entry fee is payable at registration.

5 SCHEDULE OF RACES AND EVENTS

5.2 On the last day of the regatta no warning signal will be made after 15:00 hrs.

6 MEASUREMENTS
Each boat shall produce a valid measurement certificate and a valid measurement form. In addition equipment may be inspected or measured.

The sailing instructions will be available after 15 August 2019 on website www.kzrvhollandia.nl

8.2 Attachment A shows the location of the harbour and the racing area.

9 THE COURSES
The course to be sailed will be a Windward – Leeward Course with downwind finish as specified in the sailing instructions.

10 SCORING
10.1 Four races are required to be completed to constitute a series.
10.2 (a) When fewer than five (5) races have been completed, a boat's series score will be the total of her race scores.
(b) When five (5) or more races have been completed, a boat's series score will be the total of her race scores excluding her worst score.

11 PENALTY SYSTEM
The first two sentences of RRS 44.1 are changed to: A boat may take a One-Turn Penalty when she may have broken one or more rules of Part 2 or rule 31 of the RRS in an incident while racing.

12 SUPPORT BOATS [DP]
12.1 Support boats shall register with the Organizing Authority before 11:30 on Saturday 17 August 2019.
12.2 Support boats shall be marked with a conspicuously displayed flag, with a minimum height of 200 mm. of the country they represent.

13 BERTHING [DP]
Boats shall be kept in their assigned places while they are in the boat park and harbour.

14 HAUL –OUT RESTRICTIONS [DP]
Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

15 DIVING EQUIPMENT AND PLASTIC POOLS [DP]
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

16 RADIO COMMUNICATION [DP]
Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

17 PRIZES
17.1 Helmsman and crew of the winning boat of the championship acquire the title "Dutch Champion Soling 2019" and receive the accompanying medals of the RNYU.
17.2 The responsible person of the winning boat acquires the Blue Pennant of the RNYU.
17.3 The sailing instructions may describe more prizes.

18 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

19 RIGHTS TO USE NAMES AND LIKENESS
By participating in this event, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

20 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1.500.000 per event or the equivalent.

21 TRAILER PARKING, DOCKING AND CARS [DP]
All competitors and support persons shall park their boats and road-trailers on the premises of the harbour Regatta Center Medemblik. Cars shall be parked in the designated parking area near the race office. No cars are allowed to park at the dinghy park. Please follow the beach master's and the harbour master's instructions at all times.

22 HOUSING AND CAMPERS/CARAVANS
Regulations in the Netherlands prohibit sleeping in campers, tents and caravans parked along public roads or in public car parks. On the designated area on the premises of the harbour Regatta Center Medemblik, sleeping in tents, caravans or campers is allowed, provided a fee of € 19 per camper/caravan per night. For small tents (four persons max) the fee will be € 10. The fee for other tents will be € 15. The fee is payable at the harbourmaster's office (located next to the race office).
Tourist tax, free use of power and access card for free use of the regatta center's sanitary facilities is included in the above mentioned fee.

Route to harbour Regatta Center Medemblik
Medemblik is a medieval town, with some very small roads. In order to restrict the traffic inconvenience for the people of Medemblik, please start following the road signs to Regatta Center Medemblik before entering the town of Medemblik.
