THE SOLING EUROPEAN CHAMPIONSHIP 2019
will take place at Circolo Vela Torbole, at Lake Garda, Italy
From 26 to 29 , June of 2019

Organizing authority
The organizing authority is the Italian Sailing Federation (FIV) which delegates on its members the Circolo Vela Torbole and Italian International Soling Association in conjunction with the International Soling Class (ISA).

1. Rules
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing
1.2 The prescriptions of the Italian National Authority will apply. The full text will be posted in the official notice board or may be downloaded at :

1.3 The ISA Championship Rules will apply.
1.4 The following racing rules will be changed: 28, 31, 32, 35, 42.3(c), 44.1, 60.1(a), 61.3, 62, 63.7, 66, A4, A5, A11 and Race Signals AP and S. The changes will appear in full in the Sailing Instructions.
1.5 Amendments to any of the rules applying to the regatta must be approved and signed by the ISA Liaison Officer appointed for the event.

2. Advertising category
Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies [DP].

3. Eligibility and entry
3.1 The regatta is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 – Eligibility.
3.2 ISA Membership is obligatory for all crew members. Membership fees will be collected from any crew member failing to present proof of previously paid membership fee.
3.3 It is also required that all yachts entering display the ISA sticker for the current year. An additional amount will be collected from the helmsman or representative of any yacht not displaying the ISA sticker of the current year at the appropriate position.
3.4 Eligible boats may enter by completing the entry forms on the event website www.solingeuropeans.com no later than May 31st of 2019 and completing registration and payment of all fees.

4. Classification
No classification requirements are applied.

5. Fees
5.1 The entry fee will be € 650 and may be paid by Cash or Credit Card at registration desk OR bank transfer made before June 20 of 2019. The entry fee includes the ISA Championship fee of 75 Euros and unlimited Crane in/out, Mooring, Trailer parking, and tickets to the crew for all Social events (After races, Gala Dinner, Prize Giving and Opening Ceremony).
5.2 Registration is completed after payments are effective and registration forms are signed at the registration office.
5.3 Entries made and payment sent by bank transfer before Aril 26th will have a discount and will be € 550.
5.4 Bank Information:
The entry fee must be paid in Euro (no other currencies will be accepted) by bank transfer to the bank account of the Circolo Vela Torbole. Any fee for the money transfer must be paid by sender, and the amount must be net for the beneficiary.

For payment from Europe include the IBAN code. For payment outside Europe use IBAN and BIC code. The bank transfer shall clearly indicate SAIL NUMBER, COUNTRY AND NAME OF THE SKIPPER.
5.5 Refund policy: 100% of the entry fee is reimbursed back to the competitor if its participation is cancelled before April 16 of 2019. A partial refund of the entry fee will be done at discretion of the Yacht Club only if participant cancels its participation, No-show are not entitled to refund.

6. Qualifying Series and Final Series
There will be no qualifying series or final series.

7. Schedule
7.1 Registration:
The Race Office at Circolo Vela Torbole will be open for registration from June 24 to 25 from 0830 to 1700 hs and on June 26 till to 1100 hs.

7.2 Equipment inspection and event measurement:
7.2.1- It will take place at Circolo Vela Torbole during the event under the class ByPass request system, boats without ByPass shall arrive at least a day earlier (June 25) and advise with time the CVT the need for full Measurement / inspection by the designated IM at the event.
7.2.2 -Yachts will be measured/inspected in accordance with ISA Championship Rule 7.0 Measuring and Class Rules 16 and 17 and the current ByPass system. For a yacht to be eligible to race, her valid (the original or a copy of the original) Measurement Form shall be presented at the Race Office, and the helmsperson must have satisfied all measurement/inspetion and registration requirements as specified in this Notice of Race including the submission (at the completion of measurement/inspection) of properly completed measurement work sheets or ByPass request. If the Measurement Form cannot be produced before the first race, RRS 78.2 will be applied.

7.3 Dates of Racing:

7.4 The first warning signal of the first day will be at 13.00. From the second day, the intended time of the first warning signal for the day will be posted on the official notice board before 20:00 the previous day. If no notice will be displayed, the first Warning Signal will be at the same time as the previous day.

7.5 There will be no warning signal on the last racing day after 1600 hs.
7.6 The OA intention is to organize a practice race on June 25 with warning signal at 1400hs (at no cost); The one will depend on number of boats which arrived and are ready to race.

8. Sailing instructions
Sailing Instructions will be available at registration completion.

9. Venue, Course area
A chart showing the course area is attached.

10. The courses
Standard ISA Championship courses will be used.

11. Penalty system
11.1 44.1 is changed so that the two-turns penalty is replaced by one-turn penalty.
11.2 An International Jury will be appointed in accordance with RRS Appendix N. Their decisions will be final and not subject to appeal in accordance with RRS 70.4.

12. Scoring
12.1 The Low Points Scoring System of RRS A4 will apply.
12.2 9 races are scheduled of which 4 must be completed to constitute a valid championship.
12.3 a) When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores.
b) When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

13. Support Boats.[DP]
All the supporters and trainers boats must get an accreditation at their arrival (caution € 20). Mechanically propelled boats are generally prohibited to run on the northern part of Lake Garda, however, during this event, a special permit to use such boats may be given producing the following documents to the Organising Authority:
• rib’s engine registration document (engine brand name - engine serial numbers);
• rib’s engine insurance;
• Driver’s identity document.
They will be given a flag with an identification number. In case it was asked by the R.C. they will help in rescue operations.
After the Warning Signal and during the races, all those boats or dinghies will have to stay at least 200 meters clear from the race course

14. Berthing
Boats shall be kept in their assigned places while they are in the harbour [DP]

15. Haul out restrictions
The Solings shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. [DP]

16. Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around the Solings between the preparatory signal of the first race and the end of the regatta. [DP]

17. Radio Communications and Electronics
17.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]
17.2 Boats are required to carry onboard a tracking device/smartphone with a specific tracking system (Kwindoo) installed and running with devices fully charged. [DP]

18. Prizes
- Daily prizes will be awarded to the winner of each race
- The European Championship Perpetual Trophy - donated by the Royal Danish Yacht Club “with the intention of bringing together as many competitors of various nationalities as possible for yacht racing in a friendly spirit”.
- The European Champion - donated by the The Royal Yacht Club of Sweden for the best placed team at the European Championship.
- The Best European Team – donated by the ISA for the best European team placed at the European Championship, all members must be European Citizens.
- The British Soling Association Trophy - donated by the British Soling Association and awarded to the best-placed helmsman aged 35 years or under on the first scheduled day of racing and the aggregate ages of the crew of three must be 120 or under.
- Rien Segaar Trophy – donated by the Segaar Family (NED) with the intention to award those in the middle fleet who makes the best effort to improve their country scores. Awarded to the last of the best, the third team of a country which the aggregate final scores of the three best are lower than the other countries see Deed of gift below at this championship rules:
- Reloaded Trophy – donated by the ASF (Norway) with the intention to bring as many women into the Soling competition - awarded to the best-placed woman in the event.
- Vincent Manach’ Trophy – donated by Vincent Manach (French sailor), and awarded to a sailor from the host nation (nominated by the host nation - see end of Championship Rules for Terms of Reference).
- Dino Schiesaro Perpetual Trophy – donated by the CVT, and awarded to the winner of the championship.

19. Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

20. Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.500.000 euro per incident or the equivalent for the duration of the regatta. Participants with insufficient insurance amount may request a provisional extension of the one at the registration desk only for the duration of the regatta from June 26 to 29, the cost of the extension is 20 euros.

21. Right to use name and likeness
Competitors automatically grant to the Organising Authority and the sponsors of the Event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures and live, taped or film television and other reproductions of him/her during the period of the competition in this event in which the competitor participates and in all material related to the said event without compensation.

22.Trailer parking, docking and cars
All participants shall park their road-trailers, with or without boat, in the designated areas on the premises of the Circolo Vela Torbole From Monday 24th up to and including Saturday 29th June 2019. Boat docking is arranged in designated area in the Marina of the Circolo Vela Torbole. Cars shall be parked in the designated parking areas PRIOR EXPOSURE OF THE COUPON AVAILABLE IN OFFICE. Please note that you can not park and/or sleep in the parking lot during the night.

Notice of Race (NoR)

The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification (RRS 64.1).

ORGANISING AUTHORITY
The organising authority is the International Soling Class (ISA) in conjunction with CORK/Sail Kingston.

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The following national prescription may require advance preparation. RRS 46 – Person in Charge - Sail Canada prescribes that the designated person in charge, if resident in Canada, shall be a member of a club affiliated with Sail Canada
1.3 The ISA Championship Rules will apply.
1.4 The following racing rules will be changed: 28, 31, 32, 35, Appendix P, 44.1, 60.1(a), 61.3, 62, 63.7, 66, A4, A5, A11 and Race Signals AP and S. The changes will appear in full in the Sailing Instructions.

2 ADVERTISNG
Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies [DP].

3 ELIGIBILITY AND ENTRY
3.1 The regatta is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 – Eligibility.
3.2 ISA Membership is obligatory for all crew members. Membership fees will be collected from any crew member failing to present proof of previously paid membership fee.
3.3 It is also required that all yachts entering display the ISA sticker for the current year. An additional amount will be collected from the helmsman or representative of any yacht not displaying the ISA sticker of the current year at the appropriate position.
3.4 Eligible boats may enter online at www.cork.org . Participants must complete registration, including measurement check and payment of all fees prior to racing.

4 CLASSIFICATION
No classification requirements are applied.

5 FEES
5.1 The entry fee will be 550 CAD + 13% HST if received on or before July 15th, and 673 CAD + 13% HST if received after July 15th , and may be paid by VISA, MC, Debit Card, Money Order, or Bank Draft. The entry fee includes $75 CAD ISA championship fee, launch, haul out, mooring, trailer storage, racing, a regatta souvenir, and social events Thursday and Friday after sailing.
5.2 Registration is completed after payments are received and registration forms are signed at the registration office before 1700 on Wednesday August 7 th . Late check-in by permission of the organizing authority.

6 QUALIFYING SERIES AND FINAL SERIES There will be no qualifying series or final series.

7 SCHEDULE
7.1 Registration: The Race Office at Portsmouth Olympic Harbour will be open for registration from 1200 - 1700 on Wednesday August 7th
7.2 Launch: Launch will be at the crane at Portsmouth Olympic Harbour from 1200-1700 on Wednesday August 7th . All boats must be in the water by 1000 on Thursday August 8th
7.3 Equipment inspection and event measurement: It will take place in the Sail Hall at Portsmouth Olympic Harbour on Wednesday August 7th, from 1200 – 1700.
7.4 Dates of Racing: Date Races Thursday August 8th 3 Friday August 9th 3 Saturday August 10th 3 Sunday August 11th 3
7.5 The first warning signal on the first day, Thursday August 8th, will be at 1200; subsequent days it will be at 1100. On the last day of racing no warning will be made after 1400.

8 MEASUREMENT
Sail and safety inspection will be conducted between 1200 and 1700 on Wednesday August 7th . Other measurement checks may be conducted.

9 SAILING INSTRUCTIONS Sailing Instructions will be available at registration or may be available online at www.cork.org

10 VENUE, COURSE AREA
Racing will be in the waters of Lake Ontario, south of Kingston.

11 THE COURSES
Standard ISA Championship courses will be used.

12 PENALTY SYSTEM
12.1 In the first sentence of RRS 44.1, delete “Two-Turns” and replace with “One-Turn”.

13 SCORING
13.1 The Low Points Scoring System of RRS A4 will apply.
13.2 10 races are scheduled of which 4 must be completed to constitute a valid championship.
13.3 a) When 5 or fewer races have been completed, a boat’s series score will be the total of her race scores.
b) When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

14 SUPPORT BOATS Support boats shall be marked with a numbered flag, available from the race office, upon payment of a $20 CAD deposit. Support boats on the course shall monitor the assigned International VHF channel and will need a VHF radio. [DP]

15 BERTHING
Boats shall be kept in their assigned places while they are in the harbour [DP]

16 HAUL OUT RESTRICTIONS
The Solings shall not be hauled out during the regatta except with prior written permission of the race committee. The permission will state terms of such action. [DP]

17 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around the Solings between the preparatory signal of the first race and the end of the regatta. [DP]

18 RADIO COMMUNICATIONS AND ELECTRONICS
18.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]
18.2 Boats may be required to carry on-board a tracking device or smartphone with a specific tracking system installed and running with devices fully charged. [DP]

19 PRIZES
Medals for top three teams North American Championship Trophy Jack van Dyke Trophy Daily First Other prizes may be awarded at the discretion of the Organizing Authority.

20 DISCLAIMER OF LIABILITY
20.1 RRS 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organizers does not relieve them of their own responsibilities;
20.2 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances

21 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 Canadian Dollars for Canadian boats or $ 300,000 US Dollars (or equivalent) for other boats per incident for the duration of the regatta.

19 PHOTO AND VIDEO DISCLAIMER
By participating in the event, competitors give absolute right and permission for any photograph and video footage taken of themselves or the boat they are sailing during the event to be published in any media whatsoever, for either editorial or advertising purposes or to be used in press information without compensation.

THE SOLING WORLD CHAMPIONSHIP 2019
will take place at Yacht Club de La Baule, La Baule, France
from 21 to 27 September of 2019

Organizing authority
The Fédération Française de Voile (FFV) delegates the organization of the regatta on its members the Yacht Club de La Baule (YCLB), and the French Soling Association (AFCS), in conjunction with the International Soling Association (ISA).

The notation '[DP]' in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification.


1. Rules
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing
1.2. The prescriptions of the French National Authority will apply. The full text will be posted in the official notice board or may be downloaded at the following link:

1.4. The following racing rules will be changed: 28, 31, 32, 35, 42.3(c), 44.1, 60.1(a), 61.3, 62, 63.7, 66, A4, A5, A11 and Race Signals AP and S. The changes will appear in full in the Sailing Instructions.
1.5. Amendments to any of the rules applying to the regatta must be approved and signed by the ISA Liaison Officer appointed for the event.
1.6. In case of translation of this Notice of Race, the English text shall take precedence.

2. Advertising category
Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies [DP].

3. Eligibility and entry
3.1. The regatta is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 – Eligibility.
3.2. ISA Membership is obligatory for all crew members. Membership fees will be collected from any crew member failing to present proof of previously paid membership fee.
3.3. It is also required that all yachts entering display the ISA sticker for the current year. An additional amount will be collected from the helmsman or representative of any yacht not displaying the ISA sticker of the current year at the appropriate position.
3.4. Eligible boats may enter by completing the entry forms on the event website www.solingworlds.com no later than 29 August 2019 and completing registration and payment of all fees.
3.5. License and medical certificate:
3.5.1. Competitors (each crew member) having a FFVoile license shall show when registering:
- Their valid FFVoile club license with "compétition" notation, certifying previous presentation of a medical certificate certifying the absence of any medical objection to participate in sailing competition;
- Or their valid FFVoile club license with "adhésion" or "pratique" notation, accompanied with a medical certificate dated less than one year certifying the absence of any medical objection to participate in sailing competition.
- A parenthal authorization for the minors
3.5.2. Competitors (each crew member) without a FFVoile license shall present during registration:
- A supporting document to justify their membership to a World Sailing Member national authority;
- A proof to be insured with a valid third-party liability insurance with a minimum cover of 2 million euros (for additional insurance cover see NoR 20);
- A medical certificate (in French or in English) dated less than one year, certifying the absence of any medical objection to participate in sailing competition;
- A parental authorization for the minors.

A doctor will be present during registration; he will receive sailors who could not manage to get a medical certificate in French or English, to check their ability to sail in a competition and deliver the proper certificate.
Note that the price for the medical consultation (25 €) will be supported by each competitor.

4. Classification
No classification requirements are applied.

5. Fees
5.1. The entry fee will be 525 € and may be paid by Cash or Credit Card at registration office OR bank transfer made before 17 September 2019. The entry fee includes the ISA Championship fee of 75 Euros and unlimited Crane in/out, Mooring, Trailer parking, and tickets to the crew for all Social events (After races, Gala Dinner, Opening and Prize Giving Ceremonies).
5.2. Registration is completed after payments are effective and registration forms are signed at the registration office.
5.3. Entries made with payment sent by bank transfer before 23 July 2019 will have a discount and will be 450 €.
5.4. Bank Information:
The entry fee must be paid in Euro (no other currencies will be accepted) by bank transfer to the bank account of the Yacht Club de La Baule. Any fee for the money transfer must be paid by sender, and the amount must be net for the beneficiary.

The bank transfer shall clearly indicate SAIL NUMBER, COUNTRY AND NAME OF THE HELMSPERSON.
5.5. Refund policy:
100% of the entry fee is reimbursed back to the competitor if its participation is cancelled before 13 July 2019.
After this date, a partial refund of the entry fee could be done at discretion of the Yacht Club, only if participant cancels its participation.
No-show are not entitled to refund.

6. Qualifying Series and Final Series
There will be no qualifying series or final series.

7. Schedule
7.1. Registration
The Race Office at YCLB will be open for registration on 21 September from 09:00 to 18:00 and on 22 September 2019 from 09:00 to 17:00.
7.2. Equipment inspection and event measurement:
7.2.1. It will take place at YCLB during the event under the class Bypass request system.
Boats without Bypass shall arrive with enough time to proceed under the full measurement on 21 and 22 September 2019 and advise with time the YCLB the need for full measurement/inspection by the designated IM at the event.
7.2.2. Yachts will be measured/inspected in accordance with ISA Championship Rule 7.0 - Measuring, Class Rules 16 and 17, and the current Bypass system.
For a yacht to be eligible to race, her valid (the original or a copy of the original) Measurement Form shall be presented at the Race Office or be available online at the class website for download, and the helmsperson must have satisfied all measurement/inspection and registration requirements as specified in this Notice of Race, including the submission (at the completion of measurement/inspection) of properly completed measurement worksheets or Bypass request.
If the Measurement Form cannot be produced before the first race, RRS 78.2 will be applied.
7.3. Dates of Racing
Monday, 23 September - 2 Races
Tuesday, 24 September - 2 Races
Wednesday, 25 September - 2 Races
Thursday, 26 September - 2 Races
Friday, 27 September - 2 Races
On Monday 23 September, the first warning signal will be at 10:30.
From the second day, the intended time of the first warning signal for the day will be posted on the official notice board before 20:00 the previous day.
7.4. Due to the tidal regime at La Baule, the timings will be different each day.
The yachts will have to leave the harbor after a certain time and be back before a certain time. Yachts sailing in or sailing out of the harbor out of these times should be aware of the likely risks of stranding.
7.5. There will be no warning signal on the last racing day after 16:30.
7.6. The OA intends to organize a practice race (at no cost) on 22 September 2019 with warning signal at 10:00; the one will depend on number of boats which arrived and are ready to race.

8. Sailing instructions
Sailing Instructions will be available at registration completion.

9. Venue, Course area
A chart showing the course area is attached.

10. The courses
Standard ISA Championship courses will be used.

11. Penalty system
11.1. RRS 44.1 is changed so that the Two-turns Penalty is replaced by a One-turn Penalty.
11.2. An International Jury will be appointed in accordance with RRS Appendix N.
Their decisions will be final and not subject to appeal in accordance with RRS 70.4.

12. Scoring
12.1. The Low Points Scoring System of RRS A4 will apply.
12.2. 10 races are scheduled of which 5 must be completed to constitute a valid championship.
12.3. a) When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores.
b) When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.


13. Support Boats. [DP]
13.1. All the supporters’ and trainers’ boats must get an accreditation at their arrival (deposit 20 €).
13.2. During this event, a special permit to use such boats may be given producing the following documents to the Organizing Authority:
- Rib's engine registration document (engine brand name - engine serial numbers);
- Rib's engine insurance;
- Driver's identity document.
13.3. They will be given a flag with an identification number. In case it was asked by the Race Committee they will help in rescue operations.
13.4. After the Warning Signal and during the races, all those boats or dinghies will have to stay at least 200 meters clear from the race area until all boats finished or retired or all races have been abandoned, postponed or recalled.

14. Berthing
Boats shall be kept in their assigned places while they are in the harbor. [DP]

15. Hall out restrictions
The Solings shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. [DP]

16. Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around the Solings between the preparatory signal of the first race and the end of the regatta. [DP]

17. Radio Communications and Electronics
17.1 Except in case of emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]
17.2 Boats are required to carry onboard a tracking device/smartphone with a specific tracking system (Kwindoo) installed and running, with devices fully charged. [DP]

18. Prizes
- Daily prizes will be awarded to the winner of each race;
- The World Championship Trophy;
- Paul ElvstrĂžm Trophy - donated by Le Cercle de Voile de Paris and awarded to the best placed helmsperson aged 35 years or under on the first scheduled day of racing and the aggregate ages of the crew of three must be 120 or under;
- Tony Clare Trophy - donated by Tony Clare (ISA President from 1999 2002) and awarded to the highest placed woman and her team;
- Geert Bakker Trophy - donated by Geert Bakker (ISA President from 1976 - 1979) and awarded to a sailor from the host nation (nominated by the host nation - see end of Championship Rules for Terms of Reference);
- KC1 Classic Trophy - donated by the ISA and awarded to the highest placed boat built before January 1st of 1980;
- Jose Lucio Glomb Trophy - donated by Jose Lucio Glomb (BRA) and awarded to the highest placed South American boat;
- Grand Master Bowl - donated by Stuart Walker (USA) and awarded to the best placed grand Masters. (Helmsperson age 65 or higher and the aggregate ages of the crew above 150 - see Deed of gift at Championship rules).
- Trophy Alain Pointet (see appendix).

19. Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See Rule 4 - Decision to Race. The organizing authority will have no liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

20. Insurance
In order to complete the insurance of a boat in the case of an insufficient coverage, the Insurer of FFV (FĂ©dĂ©ration française de Voile) will propose an additional insurance for the price of 10 € per helmsman.
The additional cover will be taken during the registration operations for each boat. Details of this insurance is available from the OA.

21. Right to use name and likeness
Competitors automatically grant to the Organizing Authority and the sponsors of the Event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures and live, taped or film television and other reproductions of him/her during the period of the competition in this event in which the competitor participates and, in all material, related to the said event without compensation.

Un montant supplĂ©mentaire sera collectĂ© auprĂšs du barreur ou du reprĂ©sentant de tout yacht ne disposant pas de l’autocollant ISA de l’annĂ©e en cours Ă  l’emplacement appropriĂ©.
3.4. Les bateaux éligibles peuvent s'inscrire en complétant les formulaires d'inscription sur le site web de l'événement www.solingworlds.com au plus tard le 29 août 2019 et en complétant l'inscription et le paiement de tous les frais
3.5. Licence et certificat médical :
3.5.1. Les concurrents (chaque membre d'équipage) ayant une licence FFVoile doivent présenter lors de leur inscription :
- Leur licence de club FFVoile en cours de validité, avec la mention « compétition », certifiant la présentation préalable d'un certificat médical attestant de l'absence d'objection médicale à la participation à une compétition de voile ;
- Ou leur licence de club FFVoile en cours de validité portant la mention « adhésion » ou « pratique », accompagnée d'un certificat médical datant de moins d'un an attestant de l'absence d'objection médicale à participer à une compétition de voile.
- Une autorisation parentale pour les mineurs
3.5.2. Les concurrents (chaque membre d'équipage) sans licence FFVoile présenteront lors de l'inscription :
- Un document justificatif justifiant leur adhésion à une autorité nationale membre de World Sailing ;
- Une preuve de souscription d'une assurance responsabilité civile valable avec une couverture minimale de 2 millions d'euros (pour une couverture supplémentaire, voir AC 20) ;
- Un certificat médical (en français ou en anglais) datant de moins d'un an, attestant de l'absence d'objection médicale à participer à la compétition de voile ;
- Une autorisation parentale pour les mineurs.

Un médecin sera présent lors des inscriptions ; il recevra des coureurs qui n'auront pas réussi à obtenir un certificat médical en français ou en anglais, afin de vérifier leur capacité à participer à une compétition et à délivrer le certificat approprié.
Notez que le prix de la consultation mĂ©dicale (25 €) sera pris en charge par chaque concurrent.

4. Classification
Aucune exigence de classification n'est appliquée.

5. Frais
5.1. Les frais d’inscription seront de 525 € et pourront ĂȘtre payĂ©s en espĂšces ou par carte de crĂ©dit au bureau des inscriptions OU par virement bancaire effectuĂ© avant le 17 septembre 2019. Les frais d’inscription comprennent les frais de participation au championnat ISA de 75 euros, des entrĂ©es et sorties de l’eau illimitĂ©es par la grue, l’amarrage et le stationnement des remorques, ainsi que des billets pour les Ă©quipiers pour tous les Ă©vĂ©nements sociaux (retours de mer, dĂźner de gala, cĂ©rĂ©monies d'ouverture et de remise des prix).
5.2. L'inscription est terminĂ©e aprĂšs que les frais d’inscription ont Ă©tĂ© rĂ©glĂ©s et que les concurrents ont signĂ© les formulaires d'inscription au bureau des inscriptions.
5.3. Les inscriptions effectuĂ©es et dont le paiement est envoyĂ© par virement bancaire avant le 23 juillet 2019 bĂ©nĂ©ficieront d'une rĂ©duction et seront de 450 €.
5.4. Information bancaire :

5.5. Politique de remboursement
100% des frais d'inscription sont remboursés au concurrent si sa participation est annulée avant le 13 juillet 2019.
AprĂšs cette date, un remboursement partiel des frais d’inscription pourra ĂȘtre effectuĂ© Ă  la discrĂ©tion du Yacht Club, uniquement si le participant annule sa participation.
Les non-présentations ne donneront pas droit à remboursement.

6. Série qualificative et série finale
Il n'y aura pas de séries qualificatives ni de séries finales.

7. Programme
7.1. Inscriptions
Le secrétariat de course au YCLB sera ouvert aux inscriptions le 21 septembre de 9h00 à 18h00 et le 22 septembre 2019 de 9h00 à 17h00.
7.2. Inspection de l'équipement et jauge pour l'événement
7.2.1. Elles auront lieu au YCLB pendant l'événement en tenant compte du systÚme de demande de dispense de la classe.
Les bateaux sans dispense doivent arriver suffisamment en avance pour procéder aux mesures complÚtes les 21 et 22 septembre 2019 et informer à temps le YCLB de la nécessité d'une mesure/inspection complÚte par le mesureur international désigné pour la manifestation.
7..2. Les yachts seront mesurĂ©s/inspectĂ©s conformĂ©ment Ă  la rĂšgle 7.0 de l’ISA - Jauge, aux rĂšgles de classe 16 et 17, et au systĂšme actuel de dispense.
Pour qu'un voilier soit Ă©ligible Ă  la course, son formulaire de jauge en cours de validitĂ© (l'original ou une copie de celui-ci) doit ĂȘtre prĂ©sentĂ© au secrĂ©tariat de course ou disponible au tĂ©lĂ©chargement en ligne sur le site internet de la classe, et le barreur doit avoir satisfait Ă  toutes les exigences de jauge/d’inspection et d’enregistrement telles que spĂ©cifiĂ©es dans le prĂ©sent avis de course, y compris la soumission (Ă  la fin de la mesure/inspection) de formulaires de mesure correctement remplis ou de la demande de dispense.
Si le formulaire de jauge ne peut pas ĂȘtre produit avant la premiĂšre course, la rĂšgle 78.2 sera appliquĂ©e.
7.3. Dates des courses

- Mardi 24 septembre : 2 courses
- Mercredi 25 septembre : 2 courses
- Jeudi 26 septembre : 2 courses
- Vendredi 27 septembre : 2 courses
Le lundi 23 septembre, le premier signal d’avertissement sera donnĂ© Ă  10h30.
À partir du deuxiĂšme jour, l'heure prĂ©vue du premier signal d'avertissement de la journĂ©e sera affichĂ©e sur le tableau d'affichage officiel avant 20 heures le jour prĂ©cĂ©dent.
7.4. En raison du régime des marées à La Baule, les horaires seront différents chaque jour.
Les yachts devront quitter le port aprĂšs une certaine heure et ĂȘtre de retour avant une certaine heure. Les yachts qui entrent ou sortent du port en dehors de ces pĂ©riodes doivent ĂȘtre conscients des risques d’échouement.
7.5. Il n'y aura pas de signal d'avertissement le dernier jour de course aprĂšs 16h30.
7.6. L'autoritĂ© organisatrice a l'intention d'organiser une course d'entraĂźnement (sans frais supplĂ©mentaire) le 22 septembre 2019 avec un signal d'avertissement Ă  10h00 ; celle-ci dĂ©pendra du nombre de bateaux arrivĂ©s et prĂȘts Ă  courir.

8. Instructions de course
Les instructions de course seront disponibles Ă  la fin de l'inscription.

9. Lieu, zone de course
Une carte indiquant la zone de course est jointe.

10. Les parcours
Les parcours type des championnats de l’ISA seront utilisĂ©s.

11. SystÚme de pénalité
11.1. La rÚgle 44.1 est modifiée pour que la pénalité de deux tours soit remplacée par une pénalité d'un tour.
11.2. Un jury international sera nommĂ© conformĂ©ment Ă  l’Annexe N.
Ses décisions seront définitives et sans appel, conformément à la RCV 70.4.

12. Classement
12.1. Le systÚme de points a minima de RRS A4 sera appliqué.
12.2. 10 courses sont programmĂ©es, dont 5 doivent ĂȘtre effectuĂ©es pour valider le championnat.
12.3. a) Quand moins de 6 courses ont été effectuées, le score du bateau sera le total de ses scores.
b) Lorsque 6 courses ou plus sont effectuĂ©es, le score d’un bateau sera le total de ses scores dans les courses en retirant son plus mauvais score.

13. Bateaux accompagnateurs [DP]
13.1. Tous les bateaux des supporters et entraĂźneurs doivent obligatoirement obtenir une accrĂ©ditation Ă  leur arrivĂ©e (caution 20 €).
13.1.1. Lors de cette manifestation, une autorisation spĂ©ciale d'utilisation de tels bateaux peut ĂȘtre dĂ©livrĂ©e, en prĂ©sentant les documents suivants Ă  l'autoritĂ© organisatrice :
- Le document d’immatriculation du moteur du bateau (marque du moteur - numĂ©ros de sĂ©rie du moteur) ;
- L’assurance du moteur du bateau ;
- La piĂšce d’identitĂ© du pilote.
13.2. Ils recevront un pavillon avec un numéro d'identification. Si le comité de course le demande, ils devront participer aux opérations de sauvetage.
13.3. AprĂšs le signal d'avertissement et pendant les courses, tous ces bateaux devront rester Ă  une distance d’au moins 200 mĂštres de la zone de course jusqu’à ce que tous les bateaux aient fini ou abandonnĂ© ou que toutes les courses aient Ă©tĂ© annulĂ©es, retardĂ©es ou rappelĂ©es.

14. Place au port
Les bateaux doivent rester Ă  la place qui leur est assignĂ©e pendant qu’ils sont dans le port. [DP]

15. Limitations de sortie de l’eau
Les Soling ne doivent pas ĂȘtre grutĂ©s hors de l’eau pendant la rĂ©gate, sauf avec et selon les termes d'une autorisation Ă©crite prĂ©alable du comitĂ© de course. [DP]

16. Équipement de plongĂ©e et housses de protection sous-marines
Les appareils de respiration sous-marine et les housses de protection sous-marines ou leur Ă©quivalent ne doivent pas ĂȘtre utilisĂ©s Ă  proximitĂ© des Soling entre le signal prĂ©paratoire de la premiĂšre course et la fin de la rĂ©gate. [DP]

17. Communications radio et Ă©lectronique
17.1.1. Sauf en cas d'urgence, un bateau en course ne doit pas transmettre de données vocales ni de données et ne doit pas recevoir de communications vocales ni de données qui ne sont pas disponibles pour tous les bateaux. [DP]
17.2. Les bateaux doivent avoir à bord un dispositif de suivi/smartphone, doté d'un systÚme de suivi spécifique (Kwindoo) installé et opérationnel, ces dispositifs étant complÚtement chargés. [DP]


18. Prix
- Des prix quotidiens seront remis aux gagnants de chaque course ;
- Trophée du championnat du Monde ;
- TrophĂ©e Paul ElvstrĂžm - offert par le Cercle de Voile de Paris et attribuĂ© au barreur le mieux classĂ©, ĂągĂ© de 35 ans ou moins au premier jour prĂ©vu de course, et dont l’ñge total des trois membres d’équipage doit ĂȘtre infĂ©rieur ou Ă©gal Ă  120 ans ;
- Trophée Tony Clare - offert par Tony Clare (président de l'ISA de 1999 à 2002) et attribué à la femme la mieux classée et à son équipe ;
- Trophée Geert Bakker - offert par Geert Bakker (président de l'ISA de 1976 à 1979) et attribué à un marin du pays hÎte (nommé par le pays hÎte - voir fin du rÚglement du championnat) ;
- Trophée KC1 Classic - offert par l'ISA et attribué au bateau le mieux classé construit avant le 1er janvier 1980 ;
- Trophée Jose Lucio Glomb - offert par Jose Lucio Glomb (BRA) et attribué au bateau sud-américain le mieux classé ;
- Grand Master Bowl - offert par Stuart Walker (USA) et attribuĂ© aux « grand maĂźtre » le mieux placĂ© (barreur ĂągĂ© de 65 ans minimum et total des Ăąges de l’équipage supĂ©rieur Ă  150 ans - voir acte de donation aux rĂšglements du championnat).
- Trophée Alain Pointet (voir annexe).

19. Décharge de responsabilité
Les concurrents participent à la régate entiÚrement à leurs propres risques. Voir la rÚgle 4 - Décision de courir. L'autorité organisatrice décline toute responsabilité pour les dommages matériels, corporels ou mortels en lien ou causés avant, pendant ou aprÚs la régate.

20. Assurance
Afin de complĂ©ter l'assurance d'un bateau en cas de couverture insuffisante, l'assureur de la FĂ©dĂ©ration Française de Voile (FFV) proposera une assurance supplĂ©mentaire au prix de 10 € par barreur.
La couverture supplĂ©mentaire sera prise lors des opĂ©rations d'enregistrement pour chaque bateau. Les dĂ©tails de cette assurance sont disponibles auprĂšs de l’AO.

21. Droit d'utiliser le nom et l'image
Les concurrents accordent automatiquement Ă  l'autoritĂ© organisatrice et aux sponsors de la manifestation le droit, Ă  perpĂ©tuitĂ©, de faire, d’utiliser et de montrer, de temps Ă  autre et Ă  leur discrĂ©tion, tout film cinĂ©matographique, toute Ă©mission tĂ©lĂ©visĂ©e en direct, enregistrĂ©e ou filmĂ©e, et toute autre reproduction de celui-ci/celle-ci pendant la pĂ©riode de participation Ă  cette Ă©preuve Ă  laquelle participe le concurrent et, dans tous les documents, en rapport avec ladite Ă©preuve, sans compensation.

THE SOLING WORLD CHAMPIONSHIP 2019
will take place at YCPE, Punta del Este, Uruguay from 15 to 18 November of 2019

Organizing authority
The Yacht Club Punta del Este (YCPE), and the Brazilian Soling Association (ABS), in conjunction with the International Soling Association (ISA).
The notation ‘[DP]’ in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification.

1. Rules
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing
1.2. The prescriptions of the Uruguayan National Authority will not apply.
1.3. The ISA Championship Rules will apply.
1.4. The following racing rules will be changed: 28, 31, 32, 35, 42.3(c), 44.1, 60.1(a), 61.3, 62, 63.7, 66, A4,
A5, A11 and Race Signals AP and S. The changes will appear in full in the Sailing Instructions.
1.5. Amendments to any of the rules applying to the regatta must be approved and signed by the ISA
Liaison Officer appointed for the event.
1.6. In case of translation of this Notice of Race, the English text shall take precedence.

2. Advertising category
Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies [DP].

3. Eligibility and entry
3.1. The regatta is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 – Eligibility.
3.2. ISA Membership is obligatory for all crew members. Membership fees will be collected from any crew
member failing to present proof of previously paid membership fee.
3.3. It is also required that all yachts entering display the ISA sticker for the current year. An additional
amount will be collected from the helmsman or representative of any yacht not displaying the ISA
sticker of the current year at the appropriate position.
3.4. Eligible boats may enter by completing the entry forms on the event website sa.soling.com no later
than 29 October of 2019 and completing registration and payment of all fees.

4. Classification
No classification requirements are applied.

5. Fees
5.1. The entry fee will be 500 U$D and may be paid by Cash or Credit Card at registration office OR bank
transfer made before 29 October 2019. The entry fee includes the ISA Championship fee of 50 U$D and unlimited Crane in/out, Mooring, Trailer parking, and tickets to the crew for all Social events (Gala Dinner, Opening and Prize Giving Ceremonies).
5.2. Registration is completed after payments are effective and registration forms are signed at the registration office.
5.3. Entries made with payment sent by bank transfer before September 30th of 2019 will have a discount and will be 400 U$D..
5.4. Bank Information:
The entry fee must be paid in USD (no other currencies will be accepted) by bank transfer to the bank account of the Yacht Club Punta del Este. Any fee for the money transfer must be paid by sender, and the amount must be net for the beneficiary.

The bank transfer shall clearly indicate SAIL NUMBER, COUNTRY AND NAME OF THE HELMSPERSON, please forward a copy of the receipt by email to the regatta office.

5.5. Refund policy:
100% of the entry fee is reimbursed back to the competitor if its participation is cancelled before 20 October 2019.
After this date, a partial refund of the entry fee could be done at discretion of the Yacht Club, only if participant cancels its participation.
No-show are not entitled to refund.

6. Qualifying Series and Final Series
There will be no qualifying series or final series.

7. Schedule
7.1. Registration
7.2. The Race Office at YCPE will be open for registration on 14 November from 11:00 to 16:00 and on 15 September 2019 from 09:00 to 13:00.
7.3. Equipment inspection and event measurement:
7.3.1. It will take place at YCLB during the event under the class Bypass request system.
7.3.2. Yachts will be measured/inspected in accordance with ISA Championship Rule 7.0 – Measuring, Class Rules 16 and 17, and the current Bypass system.
For a yacht to be eligible to race, her valid (the original or a copy of the original) Measurement Form shall be presented at the Race Office or be available online at the class website for download, and the helmsperson must have satisfied all measurement/inspection and registration requirements as specified in this Notice of Race, including the submission (at the completion of measurement/inspection) of properly completed measurement worksheets or Bypass request.
If the Measurement Form cannot be produced before the first race, RRS 78.2 will be applied.

7.4. Dates of Racing
- Friday, 15 November 2 Races
- Saturday, 16 November 3 Races
- Sunday, 17 November 3 Races
- Monday, 18 November 2 Races
On Friday 15 November, the first warning signal will be at 14:30.
From the second day, the intended time of the first warning signal for the day will be posted on the official notice board before 20:00 the previous day.
7.5. There will be no warning signal on the last racing day (November 18) after 16:30.

8. Sailing instructions
Sailing Instructions will be available at registration completion.

9. Venue, Course area
A chart showing the course area is attached.

10. The courses
Standard ISA Championship courses will be used.

11. Penalty system
11.1. RRS44.1 is changed so that the Two-turns Penalty is replaced by a One-turn Penalty.

12. Scoring
12.1. The Low Points Scoring System of RRSA4 will apply.
12.2. 10 races are scheduled of which 4 must be completed to constitute a valid championship.
12.3. a) When fewer than 6 races have been completed, a boat’s series score will be the total of her race
scores.
b) When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

13. Support Boats. [DP]
13.1. All the supporters’ and trainers’ boats must get an accreditation at their arrival (caution20U$D).
13.2. During this event, a special permit to use such boats may be given producing the following
documents to the Organizing Authority:
- Rib’s engine registration document (engine brand name - engine serial numbers);
- Rib’s engine insurance;
- Driver’s identity document.
13.3. They will be given a flag with an identification number. In case it was asked by the Race Committee they will help in rescue operations.
13.4. After the Warning Signal and during the races, all those boats or dinghies will have to stay at least 200 meters clear from the race area.

14. Berthing
Boats shall be kept in their assigned places while they are in the harbor. [DP]

15. Hall out restrictions
The Solings shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. [DP]

16. Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around the Solings between the preparatory signal of the first race and the end of the regatta. [DP]

17. Radio Communications and Electronics
17.1 Except in case of emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]
17.2 Boats are required to carry onboard a tracking device/smartphone with a specific tracking system (Kwindoo) installed and running, with devices fully charged. [DP]

18. Prizes
- Classic Trophy - donated by the ISA and awarded to the highest placed boat built before January 1st
of 1980;
- Overall 1st to 5th place.

19. Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See Rule 4 – Decision to Race. The organizing authority will have no liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

20. Insurance
Each participating boat shall be insured with valid third-party liability insurance cover while racing at the regatta.

21. Right to use name and likeness
Competitors automatically grant to the Organizing Authority and the sponsors of the Event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures and live, taped or film television and other reproductions of him/her during the period of the competition in this event in which the competitor participates and, in all material, related to the said event without compensation.
