NOTICE OF RACE

 1. RULES
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2017 – 2020.
The prescriptions of the Dutch National Authority will not apply.
The following racing rules will be changed: 28.1, 32, 35, 42.3(c), 60.1(a), 61.3, 62.2, 66, A4, A11 and Race Signals AP and S. The changes will appear in full in the Sailing Instructions.
The ISA Championship Rules will apply.
Amendments to any of the rules applying to the regatta must be approved and signed by the ISA Liaison Officer appointed for the event

2. ADVERTISING
Advertising including competitor advertising is permitted in accordance with World Sailing Regulation 20, Advertisement for Tobacco products are prohibited.
Boats may be required to display advertising chosen and supplied by the organizing authority.

3. ELIGIBILITY AND ENTRY
The regatta is open to all yachts of the International Soling Class as prescribed in Championship Rule 4 – Eligibility.
ISA membership is obligatory for all crew members. Membership fees will be collected from any crew member failing to present proof of previously paid membership fee.
All yachts entering the regatta are required to display the ISA sticker for the current year. An additional amount will be collected from the helmsman or representative of any yacht not displaying the 2017 ISA sticker at the appropriate position.
Eligible boats may enter by completing the entry forms on the event website www.solingworlds.com and completing registration and payment of all fees no later than 27 AUGUST 2017
 
4. CLASSIFICATION
NO classification system or Quota system will be used

5. FEES
The entry fee will be €675 including the ISA fee of €75 and must be paid before 27 AUGUST 2017 and includes the items mentioned in the Championship Rules. When the Entry Fee is paid before 1 JUNE 2017 there will be an Early Bird discount of €125
Participation to the social events for non-participants can be arranged at the registration desk for a special fee
5. REGISTRATION
Saturday 16 & Sunday 17 September
The registration office will be open from 08:30 till 12:30 and from 13:00 till 18:00 hours
At the registration desk participants will be able to sign in for a measurement slot.
Relevant information will be handed out to each team registering at the event.

6. QUALIFYING SERIES AND FINAL SERIES
There will be NO starting in fleets, NO qualifying series and NO final series

7. SCHEDULE
Saturday 16 September
- Registration from 0830-1230 & 1300-1800
- Measurement from 0900-1230 & 1300-1730
Sunday 17 September
- Registration from 0830-1230 & 1300-1800
- Measurement from 0900-1230 & 1300-1730
- A practice race warning signal at 12:00 hours
- Opening ceremony at 19:00 hours at the club house of the KNZ&RV

Notes:
a) The ISA secretary has dispensation to wear shorts and flip-flops in combination with a sport jacket
b) Exchange of club burgees during the opening ceremony will be appreciated.
Monday 18 September
- Spectator boat if available will leave the dock at 10:30 (details at the registration desk)
- Races 1 and 2 warning signal for the first at 1200hs the second following immediately.
Tuesday 19 September
- Spectator boat if available will leave the dock at 9:30 (details at the registration desk)
- Races 3 and 4 warning signal for the first at 1100hs the second following immediately.
Wednesday 20 September
- Spectator boat if available will leave the dock at 9:30 (details at the registration desk)
- Races 5 and 6 warning signal for the first at 1100hs the second following immediately.
- The Championship dinner is scheduled for 20:00 hours at a location later to be announced.
Thursday 21 September
- Spectator boat if available will leave the dock at 9:30 (details at the registration desk)
- Races 7 and 8 warning signal for the first at 1100hs the second following immediately.
Friday 22 September
- Spectator boat if available will leave the dock at 9:30 (details at the registration desk)
- Races 9 warning signal for the first at 1100hs.
- No warning signal will be made after 1600hs.
- The price giving ceremony will take place as soon as practical after the final race, competitors will have enough time to set their trailers and dress for the occasion.

8. MEASUREMENTS
Yachts will be measured in accordance with ISA Championship Rule 7.0 Measuring and Class Rules 16 and 17. For a yacht to be eligible to race, her valid (the original or a copy of the original) Measurement Form shall be presented at the registration desk, and the helmsman must have satisfied all measurement and registration requirements as specified in this Notice of Race including the submission (at the completion of measurement) of properly completed measurement work sheets. If the Measurement Form cannot be produced before the first race, RRS 78.2 will be applied


9. SAILING INSTRUCTIONS
ISA approved Sailing Instructions will be available at least one month before the first start on the official ISA championship website and will be handed out at the Registration Desk

Regatta office, press office, free internet, changing rooms, shower facilities, two restaurants in the club house, trailer parking for 50+ boat trailers, car park and two fixed cranes (Free of Charge)

11. COURSES AND COURSE AREA’S
The Standard ISA Championship courses will be used
Course areas are located as shown in adjacent illustration

12. PENALTY SYSTEM
The Two-Turns penalty, rule 44.2, will apply
An International Jury will be appointed in accordance with Championship rule 9


13. SCORING
The Low Points Scoring system of RRS A4 will apply
Nine (9) races are scheduled of which five (5)must be completed to constitute a valid championship
When fewer than six (6) races have been completed, a boat’s series score will be the total of her race scores
When six (6) or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score

14. SUPPORT BOATS
The marking of the support boats will be described in the Sailing Instructions
Entry Fee for Support Boats (coach RIB’s) will be €125 and must be paid at the registration desk before the first race. This Entry Fee includes berthing, craning, parking and admission to all regular social events for one person.
Cruisers will receive a 25% discount on their mooring fees

15. BERTHING
The berthing will be described in the Sailing Instructions

16. HAUL-OUT RESTRICTIONS
All Participating Solings must be afloat before 17 SEPTEMBER 2017, 20:00.hours
NO hauling-out is permitted without prior written permission of the International Jury before the finish of the last race

17. DIVING EQUIPMENT AND PLASTIC POOLS
Diving equipment and plastic pools are prohibited without prior written permission of the International Jury from 17 SEPTEMBER 2017, 20:00 till the finish of the last race

18. RADIO COMMUNICATION
Radio communication restrictions will be specified in the Sailing Instructions

19. PRIZES
Prizes will be conform the Championship Rules

20. DISCLAIMER OF LIABILITY
A Soling team is entirely responsible for her own safety, whether afloat or ashore and nothing whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility
It is for the Soling team to decide whether she is fit to sail in the conditions in which she will find herself. By going to sea, the yacht confirms that she is fit for those conditions and her crew is competent to sail and compete in them. See RRS 4.
Nothing done by the organizers can reduce the responsibility of the Soling team nor will it make the organizers responsible for any loss, damage, death or personal injury, however it may have occurred as a result of the Soling team taking part in the racing. The organizers encompass everyone helping to run the racing and the event and include the organizing authority, the race committee, the race officer, rescue, committee or patrol boats and beach masters.
The provision of patrol boats does not relieve the Soling team of her responsibilities
The fact that the race committee conducts inspections of the yacht does not reduce the responsibilities of the Soling team set out in this paragraph.
Soling teams are also advised to arrange their own personal accident insurance.

21. INSURANCE
The Soling team is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least €1,500,000 for the duration of the regatta.
Proof of such insurance must be presented at registration
